Strategy & Operations Principal, Deloitte (ret.)

Mark Goulart spent a 33 year career in management consulting, retiring in March of 2020. Prior to retirement, Mark was a Strategy & Operations Principal in Deloitte Consulting’s Government and Public Services Practice. Mr. Goulart’s primary focus was leading projects in performance and operations improvement and driving account growth for clients in Defense, Civil Government and Federal Health sectors. He has significant experience in leading consulting projects within the Department of Defense and the Department of Veterans Affairs.

In addition to his client leadership responsibilities, Mark served as the leader for Deloitte’s programs that served and supported transitioning service members, spouses and veterans. Those programs included Deloitte’s internal hiring and retention program, Deloitte’s veteran employee Resource Group, Deloitte’s pro-bono initiatives with Veteran Non-Profits, and Deloitte’s sponsorship and investment in programs to support service-member and veteran employment, education, entrepreneurship, and health and well being. In his capacity as Deloitte’s military and veterans leader, Mark also served as the senior representation to the US Olympic Committee and its execution of the Warrior Games.

From 2010 to 2015, Mr. Goulart served as the Lead Client Service Partner (LCSP) for Deloitte’s Veterans Affairs (VA) account. In this role, Mr. Goulart led a cross-functional team in providing services across the VA and had ultimate responsibility for Deloitte’s day to day senior client relationships at the VA.

Prior to leading the VA account, Mr. Goulart led Deloitte’s U.S. Department of Defense Practice. The practice included over 50 Partners/Principals and Directors delivering work to clients in the Army, Navy, Air Force, Marine Corps and various OSD agencies.

Before joining Deloitte, Mr. Goulart was a Senior Vice President at BearingPoint, responsible for the company’s Defense segment. The Defense segment, with revenues of approximately $350M, a staff of 1,100 and more than 45 Managing Directors, served some of the company’s largest clients.

Mr. Goulart began his career as a Consultant in 1987 for Peat, Marwick, Mitchell and Co. (later re- named KPMG/KPMG Consulting) in Newport, RI, serving clients for the US Navy. His first assignments involved Program/Project Management and Financial Management for several of the Navy’s critical Undersea Warfare Programs. Mr. Goulart served on various consulting projects with a focus on strategy and planning, risk management, operations improvement, business process re- engineering and technology enablement for a variety of Program offices, Military Depots and Installation Commands throughout the U.S. Military.

Mr. Goulart gained increasing management responsibility during these assignments and in 1998 Mr. Goulart was asked to coordinate consulting activities across the Army business unit. Following that, in 2000 he assumed responsibility and leadership for the Navy/Marine Corps business unit. In February 2005, Mr. Goulart assumed responsibility for BearingPoint’s Defense segment which was eventually acquired by Deloitte.

Mr. Goulart served as an officer in the U.S. Army from 1983-1987. His education includes an MBA in International Business and a BA in Economics, both from the University of Rhode Island.
